The situation

Blocking by IP caught some of it and locked out legitimate users behind corporate NAT. Every rule added a support ticket.

Abuse Checks was run in monitor mode first, recording what it would have blocked, so the false-positive rate was known before enforcement.

What changed

Enforcement went on with numbers rather than hope. Legitimate sign-ups were unaffected.
